Planning Commission Minutes
Meeting March 15, 2005
The March meeting of the Evendale Planning Commission ( EPC ) was called to order by Chairperson Jim Guthrie at 6PM on March 15, 2005 with the following EPC members present:

Village representatives in attendance were Don Apking ( Village Mayor ), Don Mercer ( Village Building Commissioner ),
Pam Morin ( Village Clerk in the Building Department ), Jack Cameron ( Village Ass’t to the Mayor ), Linda Fitzgerald
( Village Consultant for Economic Development ), Tim Burke ( Manley Burke & Village Solicitor ), and Adam Scott (Manley Burke ). The Village Architectural Review Board was excused from the meeting due to the preliminary nature of the agenda item.
NEW BUSINESS
Republic Services of Ohio located at 10751 Evendale Drive. Representatives from the Applicant were Jack Baker (Republic Services), Bruce Schmucker (IT Group), and Greg Beamer (Republic Services).
The Applicant requested a preliminary discussion of the site plan changes to the previously approved plan at 10751 Evendale Drive.
Jack Baker delineated some of the changes from the previously approved plan which included but were not limited to the following: a reduction in parking spaces from 57 to 44, a reduction in building footprint from 19,700 sq. ft. to 15,800 sq.ft.,
110 trucks entering and unloading with 32 transporter trucks leaving each day, one scale instead of two, 32 ft. eve height on building, a six foot chain link fence enclosing the entire site, all cargo is tarped, no waste storage overnight in any truck, building locked down , no refuse scatter, policing of area daily. It was stated that six full time employees would be located on site and the operation would be five and a half days a week ( ½ day Saturday ) ending at 4:30PM.
During a discussion on Republic’s current operation at the Glendale Milford it was stated that containers were being stored on unpaved areas and that the facility was in a state of repair need, which Republic affirmed was their responsibility under terms of their lease. They indicated that Republic will exit the Glendale Milford facility in one year. A 10,000 USG water tank will be on the new site for clean up of any spills.
The Evendale facility will have additional landscaping to shield the facility from Evendale Drive.
Republic intends to return to the EPC at the April meeting for formal approval of the site plan.
INTERNAL BUSINESS
1) There was a long, detailed discussion aimed at clarifying the proper review of plans coming before the Village. This was precipitated by the changes proposed to the One Net building being sought by the National Bowling Association and the determination of whether all changes to the building were subject to review by the EPC. There was considerable discussion of the role of EPC relative to the Evendale Zoning Code, Page 141 Para. 1270.03 ( 4 ) which delineated the role to which the EPC must adhere. There was discussion relative to residential versus commercial changes.
It was agreed that Tim Burke will draft language, prior to the next meeting of the EPC, for short term changes to the Zoning Code for the EPC and Village Staff to review for applicability of respective roles.
2) Proposed Overhaul of the Zoning Code.
Jack Cameron will email to the EPC and Village Staff draft wording for an RFQ to Consultants for Review and Overhaul of the Evendale Zoning Code. The EPC will review and discuss at the April meeting.
3) Due to a conflict in schedules, the April meeting was scheduled for April 18th instead of the regular date of the 19th.
4) The minutes of the February meeting were approved as amended by a 5 to zero vote.
On a motion by Michael Schwartzman and second by Dick Shaffer the meeting was adjourned by a 5 to zero vote at 8:10PM.
